Manchester City are facing potentially unprecedented penalties in English football after an independent commission investigating the club’s financial breaches found them guilty of the majority of the 115 charges brought by the Premier League.
Premier League clubs have reportedly been informed of the developments. According to The Athletic, Manchester City were found guilty on all charges except one, citing sources familiar with the matter who spoke on condition of anonymity due to confidentiality restrictions.
The independent panel has yet to determine the precise sanctions, with potential outcomes ranging from financial fines and suspended penalties to severe points deductions or expulsion from the Premier League. The guilty findings do not guarantee that any specific punishment has been finalized.
Manchester City are expected to launch an appeal against the ruling; however, reports indicate that sanctions could be implemented while the appeal is being considered. The Premier League remains confident in bringing the matter to a satisfactory conclusion, though a definitive final resolution in the near future is not guaranteed.
The case stems from an investigation launched by the league in 2018, which led to formal charges in February 2023. The 115 charges include 54 counts of failing to provide accurate financial information, 14 counts related to player and manager remuneration details, 5 counts of breaching UEFA financial regulations, 7 counts of breaching Profitability and Sustainability Rules (PSR), and 35 counts of failing to cooperate with league investigations.
A Manchester City spokesperson stated: “The Premier League process remains ongoing, with important elements yet to be completed, and remains strictly confidential. Consequently, the club’s position remains consistent with its statement issued in February 2023.”
The spokesperson added: “The club has carefully respected due process throughout these eight years, on the understanding that the Premier League Board and executive would act as an independent, neutral, and fair regulator, free from biased influences.”
The hearings lasted approximately 12 weeks before concluding in December 2024, with City consistently denying any wrongdoing and maintaining they possess irrefutable evidence supporting their position. The club now awaits the determination of sanctions and the publication of the official verdict before the case moves into the anticipated appeal phase.
